Eligibility at a glance
To qualify for DSPD services, you must:
- Be a United States citizen or permanent resident
- Live in Utah
- Have one of the following:
- An intellectual disability or related condition
- A qualifying physical disability
- A qualifying Acquired Brain Injury
Even if you meet all the requirements, there may not be funding for you to receive services right away. You will be put on a waiting list if you are approved.

Not eligible for services
DSPD cannot serve people if the main need for help comes from:
- Mental health conditions or behavioral health conditions. This could include anxiety, depression, schizophrenia, or substance use disorder. People who have both a mental health condition and an intellectual disability may still qualify for services if the intellectual disability is the main reason they need support.

- Blindness or hearing impairment

- Division of Rehabilitation Services
- Division of Services for the Blind and Visually Impaired
- Division of Services for the Deaf and Hard of Hearing
- Contact:
- Conditions due to aging
- Contact your local senior center or area agency on aging
- Any disorder that starts after the age of 22 except an acquired brain injury or a physical disability
- Deteriorating diseases such as multiple sclerosis, muscular dystrophy, Huntington’s chorea, ataxia, cancer, Alzheimer's disease, and dementia
